Sail, this question seems to be a usage question for Tortoise rather than a CVSNT question. In CVSNT the Audit function will handle the bugid and it also is possible to create it using the -B switch on the cvs commit command. So from a CVSNT perspective there is nothing more to do. You should be better off asking on the Tortoise list.
