Does anyone have any advice on how to debug this problem? Is there a verbose mode or something that can give more info? I did exactly what you suggested. I uninstalled WinCVS and then installed the bare package. Then I installed cvsnt on top of that and used the cvs.exe plus protocols from cvsnt. The cvsnt server is crashing when I try to check out a module.
