then you should do as follows:

1. Install CVSNT on your own PC as the server for version control

2. Work in a local sandbox at for example C:\Projects

3. Whenever you have checked out something or edited something then run
a batch script to copy the files to E:\

(xcopy /A /S /Y C:\Projects\TATS\*.* E:\)

Or if for some reason you MUST work on E: then make the xcopy script the
other way and do it whenever you have made some edits to your files to
bring your local sandbox up to date with your edited files before you do
the CVS commit at the end of the day.

Just for temporary work of course

The admin/owner of the server is working on it, but it will take some
time.  

My goal was to use a local repository until they cut through all the
red-tape.

Networked folders require extra care, and aren't recommended in general.

Yes, you really should :)  What's the issue with getting CVSNT on the 
server?
