Hi Sven, it was my firewall program, not the windows firewall where you can add cvs port (usually 2401) as an exception. Some firewalls programs don't give this option and they shield all ports or most, disabling CVS and causing this error. I had to uninstall my firewall program, disabling the firewall program may not help because the ports are closed early on at startup.
