I would Agree with Tony by using the verifymsg works the best for me. What I have done is created a template that looks something like this: PATCH_BRANCH: BUG_NUMBER: FEATURE_AFFECTED: OVERVIEW: The template is a simple text file that is put into the CVSRoot. Then the next step is I created python scripts that is fired off within verifymsg. For my template above my company only requires that our developers have information in the 'FEATURE_AFFECTED' and 'OVERVIEW' areas. The other two lines are optional. If Feature_affected and Overview do not have text after the colon(:) then you will receive a message that is created from the python script.
