[cvsnt] email-notify does not work

I try to setup email notify in cvsnt 2.5/RedHat 9,

 

1>     add the temp file in CVSROOT, named ¡®commit_email_temp¡¯,  the content of it was paste from sample in the manual.

2>     Add users file.

3>    add ¡°commit_email_temp err load¡± to the file ¡®checoutlist¡¯

4>    add ¡°DEFAULT commit_email_temp¡±to the file ¡®commit_email¡¯

 

it does not work, what¡¯s wrong with it?
