This worked for me: bash-3.00$ cvsnt -f -d /export/local/home/toolsadm/CVS_REPO init -n It is true that the user I was invoking cvsnt as DOES NOT have write access to /etc/cvsnt. I assume the "-n" fixed that. Thanks for the help, Tom
