In this case simply do it as different rtag commands... there aren't too
many directories.  You might even be able to get away with

all -a a b/5 b/6 b/7 b/8 b/9

.. but I'm not sure whether you'll get the right directory structure if you
do that.

Possibly:

cvs rtag -b a b/5 b/6 b/7 b/8 b/9
