Craig, recommend you forget the pserver protocol and use sspi if you are in a NT domain environment. Then your cvsroot doesn't even need to specify the user. Last step is to make sure that the domain user accounts have the corrent NTFS permissions to the cvsrepo directory. If you try sspi and still have problems, let me know.
