One way that some people do is to copy the ,v file to the new place, then just cvs remove the old one - so both files have history. The problem with rename at the moment is all directories are independent. Rename across directories can work sometimes, but you have to be careful the 'destination' directory gets committed at the same time otherwise the file can vanish completely... in the 2.6.x core it's all centrally managed so that issue never happens.
